First and foremost の意味
✔︎ 何よりもまず
( = most importantly)
✔︎ まずはじめに
(= first of all)
それぞれの単語の意味は、
・first「最初に」
・foremost「真っ先に」「最重要な」
first と foremost は同じような意味を持ち、合わせて使うことで意味が強調されています。
ちなみに the first and foremost priority は「最優先事項」という意味になります。
(priority=優先すること）

まずはじめに、本日ここに集まってくださった方々に感謝いたします。
